Inside sources that wish to remain anonymous within the corrupt Crawford County Government offices have informed the reporters of the Emerson Review Newspaper of bogus paper scam. The so-called Building and Zoning department, at this time and in the past years have been handing out building permits that are fraudulent, by the counties own standards and policies according to our informant behind the corporate municipal corruption veil.

One angry boggy permit purchaser told the Emerson that he was threatened by Crawford County Corrupt So - called Officials that if he informed the State of Michigan Building Department Inspectors that the permits were part of a color of law revenue scam that trouble will follow.

Every person that bought a permit in Crawford would have to have a State Inspector to re-inspect all aspect of the permits that have been sold over past years, and if you call the State on these we will tell everyone that you are the one who called and caused all the homeowners the fines and trouble. So keep your mouth shut or expect a lot of trouble”.

According to our source the permits in any other kind of business transactions would fall in the un-lawful spectrum of constructive fraud.  Many purchasers of these bogus papers have complained to the prosecutor’s office, which is the highest law enforcement officer in the county, (high from what is still a topic of concern of many residents here locally).

Only allegedly to be laughed at or mocked by so-called public servants of this public office for asking if the inspections have made their home safe from fire and other safety hazards; only to be told.

   Just shut up and that’s why you have homeowners insurance, don’t you”

Allegedly Frederic Township along with Beaver Creek Township and Grayling officials has also been involved with the slight of hand trick or ticket scam. It’s the Halloween season in Corrupt Crawford County all year long. The Federal Marshal’s Office has been called with complaints of Beaver Creek so-called Public Servants representing their selves as Federal Marshal’s.

An out of control mindset prevails in many of these incorporated government offices, how can a government be an incorporated business to make profit from the taxpayer’s money. Many Citizens are asking is this really a government or a thug posing as a public servant.

All Trick and the public servants keep the Treats for themselves, public money goons and ghouls. 

These revenue-gathering streams have raised a lot of illegal funds without the adequate licensed inspectors or a building department that meets state codes polices and regulations and gave these hucksters a lot of money to add some on the job goodies to themselves. Pay raises, bonuses, and trips, healthcare and time off with big time pay. 

The zoning and building violation tickets that have been issued to so-called Violators- Offenders might fall well beyond just illegal to the area of constructive fraud also.

Trespassing on private lands by township tax assessors posing as township building inspectors acting as township supervisors handing out building violation tickets has raised the eyebrows of many local residents, one taxpayer stated to the Emerson.

“Its like watching the Abbott and Costello show of WHO'S ON FIRST with Andy of Mayberry’s One Bullet Crawford County and the township Barney Fife write a 100.00 dollar winger. The Crawford County Sheriff supports the trespassing of these clowns.

If you call and try to make a complaint they (Crawford Deputies) tell you that the township official no matter what hat they are wearing for that day; supervisor, tax assessor, board member, clerk, Joe Blow without a logo, can enter your land, look in your windows and search your property whenever they want to so shut up and quit calling us”.

Editorial Comment; The comments above makes this reporter to want to say; Welcome to the Crawford Gulag your home and land. Keep your cell, pay for your cell, clean you’re cell to the to the whims of the township fascists! They control it while you can’t afford it.

A Frederic landowner told this Emerson Review reporter recently:

“I guess when you get a piece of the money pie why yell at the cook for serving up the stacked plate. Its sick! But what can you do, the courts know about it and go along with it. A conspiracy of fraudulent permits issued by the township then a ticket to get you in line. Taking more money from the taxpayer and stuffing the pockets of the township employees and the county courthouse is the name of this scam.

Even the Attorney General of Michigan has said its illegal but when the money is ripe for stealing, steal it with the help of the Sheriff and a shotgun posse”. The county judge makes money along with the sheriff, the township, and county jail”.

“The township doesn’t even write these zoning laws it comes from a bunch of attorneys in Lansing, the Michigan Township Association. Monthly fees (taxpayers money) from the township coffers for exchange for new laws. The township officials are not smart enough to write these sinister acts against the landowner. Public servants dumb enough to act like MTA puppets. Enacting more laws while the homeowner pays and pays for it all around”.

City building inspectors and zoning enforcement personnel may issue and serve appearance tickets only when authorized by statute to do so.

You have asked whether building inspectors and zoning enforcement personnel of a home rule city are authorized to issue and serve appearance tickets under the terms of 1927 PA 175, c IV, Sec. 9c(2), as amended; MCLA 764.9c(2); MSA 28.868(3)(2), which provides as follows:

'A public servant other than a police officer, who is specially authorized by law to issue and serve appearance tickets with respect to a particular class of offenses of less than felony grade, may issue and serve upon a person an appearance ticket if the public servant has reasonable cause to believe that the person has committed an offense.'

Since there is no state law which so authorizes city building inspectors and zoning enforcement personnel to issue and serve appearance tickets, your question is rephrased as follows: whether a home rule city may empower its building inspectors and zoning enforcement personnel to issue and serve appearance tickets in accordance with the terms of 1927 PA 175, c IV, Sec. 9c(2), supra.

Answer to this question turns upon the meaning of the statutory phrase 'authorized by law.' In Fennell v Common Council of Bay City, 36 Mich 186, 190 (1877), the Court stated:

'The term law, as defined by the elementary writers, emanates from the sovereignty and not from its creatures. The legislative power of the state is vested in the state legislature, and their enactments are the only instruments that can in any proper sense be called laws.'

Delta County v City of Gladstone, 305 Mich 50; 8 NW2d 908 (1943).

It is my opinion, therefore, that city building inspectors and zoning enforcement personnel are not authorized by law to issue and serve appearance tickets upon persons who violate the building code or the zoning ordinance of a city. It is my further opinion that city building inspectors and zoning enforcement personnel may not be empowered to do so by city ordinance or charter provision.
